Description: During the late phase of the Cold War, in the early 1980s, an increase in tensions between the Soviet Union and the West meant the threat of a nuclear war seemed much more real. This community video, produced by the Brighton CND (Campaign for Nuclear Disarmament), is a response to the so-called Community War Plan devised by the local county council in 1984. The civil defence plan was key in survival planning and outlined the measures to be taken in case of a nuclear attack. Tensions run high, and although the Council's Chief Executive and Hove's Wartime Controller is interviewed to offer his side of the argument, most of those featured stress that there is no defence against a nuclear attack. Councillors and emergency service representatives (including a fireman and a nurse) argue in support of the peace movement, claiming that a nuclear attack would mean total annihilation of the population, making any plan futile. They highlight the need to stop the horror of nuclear warfare and remove the weapons before any of them go off, comparing it to the philosophy of medicine: prevention is better than cure. According to them, the plan serves only to make nuclear weapons more acceptable in the eyes of the British public. These passionate interviews are accompanied by cartoons, illustrations, and shots of a protest taking place in the streets and parks of Brighton, which feature symbolic burials and mass graves.
